ODOT Web Production Structure  

       The following is the current ODOT Web site production structure and responsibilities. This structure provides for two full-time employees who administrate and support the ODOT Intranet and Internet, Local Web Managers, who manage one or more webs, Web authors, who contribute content or graphics to LWMs and Web site visitors who generate content through e-mail, on-line conferences, HTML forms, etc.

Web Site Administrator
-  The person in this full time position dedicates 50 percent of their time to Internet and Intranet administrative duties. The Web Site Administrator is responsible for: long-range planning, Web site design/architecture, programming and content policy and procedures, Web site standards, development of statewide strategies for implementing Web technology, administration of/and technical support, critical analysis of technological changes in Internet engineering and development/implementation of new technology, services and applications. Also chairs   WebTeam and responsible for analysis of trends and Web traffic using server reports. Coordinates Web efforts within the department. Other duties: Research and Development (10%), Maintenance (5%),  Database (2%), Layout/Design/Programming (28%), Technical Network Administration (5%).

Web Site Manager - The individual in this full time position administrates and supports the Intranet and Internet with a technical emphasis. The Web Site Manager coordinates DOIT Internet and Intranet resources/servers and leads Web application research and development. Also resolves technical issues regarding database connectivity server issues and scripting. Duties: Research and Design (25%), Administration (20%), Programming, Design and Content (20%), Maintenance (15%), Upgrades (10%), Database (5%).

WebTeam Members - Local Web Managers (detail below) are WebTeam members.The WebTeam mission is:

"To distribute timely, accurate, easily accessed ODOT information to external and internal customers and also receive and use information from those customers to improve ODOT services."

They work with the Web Site Administrator to recommend policies to the ODOT Chief of Staff and ODOT Administration (Information Technology Council). The WebTeam also develops/tests/implements procedures, new technology and best practices. Currently, there are approximately 101 WebTeam members who manage 140 SubWebs on ODOT's Internet and Intranet.

Local Web Manager - This individual manages one or more local webs, either from the district or Central Office location. Local Web Managers are members of the WebTeam and supported by the Web Site Manager, Web Site Administrator and other LWMs. Generally, these individuals spend less than 5-15% of their time managing their local SubWebs. Responsibilities include:

  • Participating in recommendations to the ODOT Administration regarding Internet and Intranet issues.
  • Maintaining local Web's content/design for consistency, accuracy, timeliness and quality

  • Checking links to make sure they function properly

  • Overseeing Subweb applications/services on a regular basis to guarantee consistent quality

  • Working with local employees to develop new content/services/applications

  • Answering local Web users and author's questions and providing some technical support

  • Participating in WebTeam meetings - or at least staying current with WebTeam issues through e-mail and the Intranet/Internet

  • Communicating with the ODOT Web Site Manager and Administrator

Web Author - This is any individual who contributes content to their Local Web  Manager. Generally, less than 2% of their time is consumed in this activity.

Web site Visitors also generate content by e-mail, on-line conferences, HTML forms, etc., that often need responses. This type of content is dealt with on an individual basis by Local Web Managers, Public Information Officers, the ODOT Web Site Manager and Web Site Administrator.
