Section 100 of this manual is devoted to the proper inspection and contract administration of the following items in the 2002 Construction and Material Specifications (CMS):

1. 105.16 Borrow and Waste Areas
2. 105.17 Construction and Demolition Debris
3. 106 General Materials (Hot Mix Asphalt, Microsurfacing, and Chip Seal)
4. 107.11 Contractor’s Use of Project Right of Way

Standards and Definitions

Throughout this manual, English units are used as the primary unit with metric (SI) units following in parentheses. Metric conversion of English units is generally in accordance with ASTM E 380 and AASHTO guidelines. In some cases, metric conversion has been rounded to a practical value rather than a precise conversion. Industry standard metric values have been adopted where available.
