Fuel Price Adjustment Decision Matrix
Notes:
1.  All Fuel price adjustments apply only to work performed between the FPA Guideline dates dependent upon the Project Fuel Price Adjustment Condition described in the guidance.
2.  Use the Monthly Index Data provided by ODOT for the Blue Book Formula Operating Cost Calculations.  The Contract Base Price value is the fuel index value from the first publication month of the most current Blue Book for the effective equipment rate period. The Monthly Base Price value is the fuel index value for the month in which the equipment is used.  (Note:  The Blue Book is published semi-annually with updates to approximately half of the equipment in each publication.  So, use January of the effective Blue Book year for equipment updates in the first half and use July of the effective Blue Book year for equipment updates in the second half to establish the Cost Basis Index Value.)
3.  The original contract quantities determine the Project Fuel Price Adjustment Condition.

Original Contract 1.  Bid Item Unit Pricing Pay the FPA according to the formula provided in the guidance for qualifying quantities of work only placed between July 1, 2004, and December 15, 2005, inclusive.  Pay the FPA according to the formula provided in the guidance   for  work placed between May 2005 and November 2005 at 1 gal. per $1000.00 of work performed. Extra Work 2.  Negotiated Pricing for qualifying items of work If the work commences within 90 days of the approval of the change order, there is no fuel price adjustment.  If work commences more than 90 days after the approval of the change order and is performed between July 1, 2004, and December 15, 2005, inclusive, calculate and pay the FPA as per section E of the FPA guidance.  If the work commences within 90 days of the approval of the change order, there is no fuel price adjustment.  If work commences more than 90 days after the approval of the change order and is performed between May 2005 and November 2005, calculate and pay the FPA as per section E of the FPA guidance.  If the work commences within 90 days of the approval of the change order, there is no fuel price adjustment.  If work commences more than 90 days after the approval of the change order and is performed between July 1, 2004, and December 15, 2005, inclusive, calculate and pay the FPA as per section E of the FPA guidance.

4.  Actual Cost of Force Account Pricing for qualifying items of work For work performed between July 1, 2004, and December 15, 2005, inclusive, adjust the operating cost according to the Blue Book Supplemental formula (See Note 2).  OR, pay the actual invoice cost of fuel consumed during the performance of the extra work in place of the Blue Book operating cost. For work performed between May 2005 and November 2005, adjust the operating cost according to the Blue Book Supplemental formula (See Note 2).  OR, pay the actual cost of fuel consumed during the performance of the extra work in place of the Blue Book operating cost .
